According to CNN and Fortune magazine, eBay (EBAY, Fortune 500) intends to implement a controversial new policy that will entail holding payments sent through PayPal for up to 21 days for certain “high-risk transactions.”

Although online ad revenue exceeded $21 billion in 2007, the Internet represents less than 10 percent of all U.S. ad spending, meaning there’s room for a lot more growth.
